I looked into it... Found the problem. I've fixed it. If you want the speed back up to 100 km/h for this vehicle, you can download it again at https://sim.bemined.nl/wiki/TFS_Trams. Installation is simple; just replace the TramTFS.000 file with the one in the download package.
