About the first question (20 perm), I don't know, because as every train end up blocked I can't really reproduce the issue to try understand what may be the cause.

You are confusing the 551 and 552 again.
The 551 is the empty one starting from MLW depot
The 552 is the one who starts from RSCK (803).

The 20 permissief is for the 551. The problem of the 552 is that he's supposed to start (and so: leaving the block 803) at 8:00:00. However, he leaves at 7:56 and didn't change his number. Additionnally, he didn't get the path to 215 and stays stuck at RCS

Update:
I solved the problem:
- first, I put the RCS3 junction in AB, and settled in order to go to block 213 and 214
- for the path to 215, I made a mistake in my road: ending on 314, 414; so when the train arrives at the station, he takes the mission that he should have at the next departure: I changed it to block 401

Checked it yesterday and it works perfectly
