Low Object setting bug?

Is this supposed to happen when you set the object ammount to be low?
This is the second time I ever altered the settings in the setup menu and it looks wrong to me. After the new update I couldn't really drive into Hageningen, because I was lagging a lot (most likely because of the sheer amount of trams/objects). So I decided to set the object count to be low and this is what happened:
