That is evey advocates dream, to build subway instead of light rail. But light rail is cheaper. So there is not much of a difference actually. Even if it's called the U-Bahn, doesn't change the fact that it's still a light rail system. Exactly the case with LA Metro Rail. The overground sections, which are partly over 100 years old, were meant to be replaced by underground routes. But like I said, Frankfurt didn‘t have enough money at this time.
That's just logic/common sense at the end of the day. Go with the cheaper option.
