I have a question, how does it make meters and trains in activities separate automatically, this already happens in simvliet, but even so I still don't understand how this system works.
Example:
<split blocks = "823,824" cab = "- 1" newcode1 = "4121VE" newcode2 = "4171VE" />

Can you explain to me how it works, I was thinking of applying this in rinjdam

What I understand here is :
One train (number???) will split on track block 823 or 824. The coupler witch will disconnect is on the -1 cab (maybe the 2nd front of the 1st train?). First unit will be named 4121VE and 2nd unit (at the back after uncoupling) will be 4171VE

you can't change that. why do you want to change the maximum speed of the train?

Change maximum speed?
Glasgow trains go up to around 54 km/h. They are not designed to go faster.
