Does this signal say: go slowly to track 3?
Red light says stop but two dots white says free to pass slowly.

Correct!
A path has been set to track 3, but as the track is occupied, the signal remains red. The white lights then means (as we call it in the Netherlands.... translated to English) "Drive on sight".

Dutch signals would show "Drive on sight" with a yellow flashing light (and the red light off).

It's the same in the UK, as we drive on sight obviously. I believe the max speed past these signals is either 10 or 5mph

max speed is 10MPH and as far as track is clear its normaly used at big stations when platforms have a A&B sections a good example of this is at manchester picadailly

They're commonly used on approaches to stations where you're about to attach to another train, so Haywards Heath on the Brighton Mainline is a good example

I can see that this route is semi-fictional as it has some fictional elements on an otherwise real route. I like this kind of combo because it makes things more interesting.
