GCN is the name of an architecture for graphics processors by AMD, first used by the HD 77xx graphics cards. If your card predates the HD 77xx generation then the sim will not work well judged by tests done by various users. You can use this tool to see which graphics card you have. You can check here which architecture your GPU uses.
I didn't see problems occur by Nvidia or Intel GPU's so that made me suggest taking out the graphics card and run the game on the built-in GPU on your processor.

I experienced this issue as well, I doubt it's a GPU issue though - some parts of the tracks at night are super dark (while you can still see lit areas far away quite dimly)
