At the time the RET Citadis and GVB Combino were build, 100% low floor trams were still rather new and as such both tram types are a bit clumsy compared to modern low floor trams.

The Rotterdam Citadis has a very different nose, you can't just repaint it.

Not even close, there are a lot more tram types in the Netherlands.

Stock transfer is mainly about accepting new trains from the factory. It's wasn't build as museum line, it was a line used for stock transfer between the national rail and metro network and a way for diesel maintenance locomotives refuel at the tank pit. After the freight yard was pretty much abandoned they saw an opportunity for a museum.

Why? Because why not? I recall some trains used to be able to display OMGWTFBBQ as a destination at some point. Not everything has a meaning.
