On this page you can see all versions of the Afroeptool. The English version is not standalone; you need to download the Dutch version first and then replace the Dutch "HalteOmroep.exe" file with the English one. This doesn't affect the language of the announcements, since these are separate .mp3 files; it only translates the Afroeptool UI.
