I never changed it; it is the same in all years; every 20 min. Between 9:00 and 18:00 (museum opening hours).
At every 10, turning times at both ends would be to short. At every 15 min, connections to M1 would not be consistent.
But in 2020 you have a second platform at the museum; you could start a second service, also running every 20min, making it every 10min together.

I have a question: Since, lines M2 and M3 are following the same route until Station Westplein, why not merging the lines, and creating one with two branches?

That is in fact how the lines operate (just like the Paris metroline 7; alternating between branches to Marie-D'Ivry and Villejuif). But in the Netherlands, it is far more common to give separate numbers to the individual branches, like in Rotterdam: A to Binnenhof (a 2-station branch) and B to Nesselande.
