And just to answer the original question, .exe games for Windows are far away from iOS/iPadOS apps. To make an i(Pad)OS app you need another programming language (Swift) and another graphics engine (Metal) (not sure if you can use a completely custom one, as I’m an app developer not a game one). In short, it would probably require to built Metrosimulator from scratch.
(And by the way, yes I also believe the iPad Pro could handle the game at over 60fps if it was available for that device)
