Does the MP68 need 3.16 or it can run in 3.15 also?

It will be usable in 3.15

It looks like it's already operational

It can drive already... But I haven't started on making the cab functional yet.

The Santiago NS74 has now almost reached to same state of progress as the Mexico City MP68; in both cases, the cab still needs to be programmed/animated. And this one also still needs vehicle numbers.
The small lights on the sides above the windows can be off, green, or red, which in Santiago means it will skip certain stations (so don't board a 'green' train, if you need to go to a 'red' stop along the line).
