There, delete the "render.cfg" file and then, open the simulator.

The settings window will only open if the above mentioned "render.cfg" can not be found. If you failed to delete it when you uninstalled Metrosimulator, the file is probably still there.
When you then re-installed Metrosimulator, and started it for the first time, it still found that file, and therefore did not open the settings window.
So, in order to get that window, follow Jim2016's instruction above.
