What program do you use to make Afroeptool? I feel like making my own custom version that I could make a download link on the forum when I finish

You can make them in two ways. Use a text to speech tool like Google Translate. Doesn't sound nice but it works. Otherwise you can record your own voice and use the audio files. Small tip. You can cut your sentences.
