Simvliet has to be an international airport. A Lelyward airport would have to be a private or municipal one.

In a small country like the Netherlands, a non-international airport (for scheduled passenger traffic) would be pretty pointless.
Who would want to go to the airport, check-in long before departure, pushback, taxi to runway, takeoff, land, taxi to gate, wait for your bagage, and then have to travel to your destination...... when you could be there by train (directly from city center to city center, no booking in advance) hours ago.
