It's the Wuppertal Schwebebahn. Personally, I think of it as a tramway, as it has one-directional vehicles, turning loops, doors on one side, etc. But it has elements of both metro and tramway systems

On the other hand this train uses his own network and doesn't use the road in the way a tram does.
For this reason it can be a metro, the colors remind me of the type t original livery (blue/red(orange like) ) also the doors and windows look like those off a type T metro.

In Wuppertal the local community call it the subway and not a tramwy.

Just google on "floathing tram" and you get a lot of Schwebebahn results.
According to the German Wikipedia, it is officially a 'tramway of special construction' (Straßenbahn besonderer Bauart).

1943 wurde die Konzession in die einer Straßenbahn abgeändert. Jetzt gilt sie ähnlich einer U-Bahn als Straßenbahn besonderer Bauart und wird gemäß der Verordnung über den Bau und Betrieb der Straßenbahnen (BOStrab) betrieben.
