Not sure if it works, but try run Microsoft Virtual PC or emulate Windows 10 on VMWare Workstation. However, you can have dificulties to run the game on virtualization of operative systems...

Routes are indeed becoming bigger and bigger. Nighttime is mostly a graphical thing that requires a faster videocard, and technically disabling it would bypass that. However the number of objects (specially the ones that move) is limited by the CPU, since unlike in games where all traffic 2 blocks away from you disappears, here the entire city is always simulated, otherwise delays would magically disappear and the CVL would be inaccurate. Bigger city means more trains which means more work for the CPU. Going 64 bit improved the performance of the CPU side. While technically I could make a 32 bit version, it would most likely run even slower, and as mentioned before computers that old most likely also don't have the graphical power to handle the dynamic lighting.
Compared to AAA computer games the system specifications for this game are still very light, most games that come out these days require a more advanced videocard, in addition to a 64-bit operating system. At the time I made night time, I was using a computer from 2011 that was unable to run most recent games anymore but still handled Simvliet at night.

That still does not enable you to use 64 on a 32 Bit Computer. Imaginge a small and a big person. The small person has no choice; she/he can not pick the apple from a tree. The big person can pick the apple, but may also decide to not pick it and act like being small. Same with 64 and 32 Bit. A small computer can not magically be bigger that what his "body" allows
