The company that is in charge of railway infrastructure. They maintain the tracks, and man the CVL posts.
Railway companies just run trains on the tracks.

It would not be realistic. Personally I think it's a good idea, but Dutch trains in reality don't display their line numbers (and they aren't shown on the departure boards either).

They do have them though.... For example; the "Intercity" Leiden-Utrecht (stops at almost all stations along the way, so not really worthy of the title "intercity") is "serie 8800".... Which you could just call line 88 (as the last two digits are used to mark the individual trip; example: the 17:25 from Utrecht to Leiden is "train 8858", which turns into "train 8869" when it returns to Utrecht at 18:22 from Leiden).

Pretty much everywhere does this, as far as I know. Or atleast, Amtrak does it too. Example: San Joaquin trains are the 700 series. Northbound trains ends in odd numbers (701, 703, etc.) and southbound trains ends in even numbers (702.. You get it).

The Drims on T4 don't work - at WKC its fine and Centraal but the stations in between they don't work properly
