Oddly placed ZUB transmitters

Hello,
I've been playing this game for a long time, but I never remembered to ask about a question I've had for a long time until now.
I've noticed, that on ATB protected track, there are occasionally ZUB transmitters on the ground.
Does anyone know why they are there? They do not seem to have much purpose, as they are infrequent and are not accompanied by signals.

Because of them you can drive 100km/h with the (R)SG3 on ATB protected tracks. At the moment the ATB doesn't know the 100km/h signal. But the 100km/h ATB signal will come in the future.

You can drive at 100 km/h between vismarkt en rooseveltlaan, but only when it is not very busy.

if the Line is Busy, the ZUB will be Fully Inactive with the ATB Speed Limit is Still at 80.
