Hey, I just solved this problem a few months ago, and I'll try to show you how I fixed it! :D

You need to change the keyboard language to English (USA) for the MetroSimulator window.
I know that the American keyboard layout works, so I'll show you how to enable it.
Everything will be in Swedish, but I'll explain the most important in English.

1. Find the language icon in the taskbar (SV for Swedish, NO for Norwegian and so on...).

If you find English (US), go to step 4.
If you don't, click in the last option in the menu (Visa språkfältet).

2. You'll see the a language-toolbar in the top of the screen.

Click on the v button to the right and then on Settings...(Inställningar...)

3. At this step, you'll need to turn on the English keyboard layout (EN).

Click on Add...(Lägg till...) and mark English (USA) > Keyboard layout > American item in the upcoming tree-list. Then save and close. Make sure that you have English (US) in the list on the window like the image above.

4. Now you should find English in the list like the one on first image. Then you'll have to change it, but in Windows can handle one language for each opened window at the same time. So you'll need to start Metro Simulator first.
Focus on the Simulator window and then change language, like image #1. Then EN should appear in the task bar.

In-game, use the button below the Esc-key, or above the Tab-key, to confirm the buzzer. If that doesn't works, you may need to try another key, or another keyboard-layout.

Good luck!!

Well, I have a solution for this problem. The key is "Ö", this works on every Scandinavian keyboard :D!
Ctrl+Shift+A.
