Nope, the first letter of 'niet instappen' is in real life also a smal letter

I think the very first displays, from 1999 or so had all small letters

They used more then one version. The RSG2 used "Niet Instappen" for example and the the SG3 has "Niet instappen". Also "niet instappen" has been used. For trains out of service they now use "Sorry, geen dienst".

B-side of the trains have different signs than the A-side.
