You could have a shortened 6-car for use on M7 Line in addition to the 8-car proper.
Alternatively you could do a fictional 6-car in RET livery while you are doing the 2009TS.

Thing about victoria line is that to get a quiet carriage you need to wait till the later hours because it being the busiest line on the Tube

Or just go to the last few stops on the northern end.... No more connections to other lines, not in the busiest part of the city anymore... probably more people getting off then back on at each stop as you get closer to Walthamstow...
And actually.... sometimes traveling during rushhour can be more quiet then during off-peak times; during rushhour you have many people going to work, who travel solo and don't talk while traveling. So full carriage, but totally quiet.
Off-peak times: more people who travel together, to go shopping for example. They just can't stay quiet and keep on talking all the way.
I experienced this not long ago, when traveling back home from work (by train) a few hours early (so off-peak); the ambiant noise level in the train was much higher then I am used to during rushhour.

Its loud during rush hour, people talking on their phones exist but the idea off going up north on the victoria or just travelling out from the centre is really useful

You can reduce/remove background noises with audio editing software (like Audacity or Audition CC)

I normally use Audacity. You can't split up audiofiles into separate soundtracks (as far as I know). So to filter out background noises, you need to select a few seconds with only that sound in it, and then tell the program to filter it out of the rest of the file. So this is usefull when you have, for example, an audio recording with a constant background noise like an idle running engine which you want to filter out, so you can save a public announcement from the recording without the engine noise. But filtering out a few footsteps, or someone talking, is impossible; you can't provide the program with the reference-segment of only the noise you want to filter out. And voices in the background; way too random paterns for the program to understand.
