After using the emergency brake and setting off the track brake sound persists (unless its the sound of a flat!) OR I haven't actually reset the emergency brake, just think I have... but it has no effect.

There is nothing you can do about the sound. Just reset the simulator.

The sound in normal, when the emergency brakes are applied the wheels will block. Because of that the wheels aren't round anymore and give the flat wheel.
