Very good question. Unfortunately there is no editor for Metro Simulator.
Only very qualified people have that.

Oh look, I got a roommate in the editor exhibit at the Simulator Zoo. Please make yourself at home. We will get that editor someday... hopefully
WW3 is at our doorstep. Gear up just in case. PROTECT THE METROS!
