Is it possible to make activity with Simvliet Railway, with Bursa or HSM!?

You can take over one of the trains on the railway during explore mode, or during a regular activity. Making an activity especially for the railway is in Simvliet not possible; the trains on the railway (using the Bursa SG2's) are placed there automatically, and not by a command in an activity file. So you can't place the player in one of these SG2's at the start of the activity.
And you can't add trains to the railway in activities, as there are no spawnpoints available you can use.

(Be aware; if you take over a train on the railway during a regular activity; in Simvliet activities, the player's trains do not engage their AI automatically when starting a new journey. So park your assigned train on a siding first, to prevent traffic jams after you abandon it.)

(In Rijndam, making activities for the railways is possible)

According to Michiel beta 3.12 will have timetables for the Simvliet railway trains, so I think it will be possible to make activities with them. About HSM you can do it, as Sjoerd one day make one, with Express trains on Line C.

You can find it here. I was build for an older version of Metrosimulator (3.9), but tested in 3.10 and still found functional. I have not tested it in 3.11, but I assume it still works.

Yes it works in Beta 3.11 (and possibly also in Beta 3.12), I don't know if Bursa trains run, but it is unlikely.

The Bursa SG2's can only run under overhead wires. As Bursa does not have 3rd rail on its system, the 3rd rail pickups where removed.

I know it, my question is if in Beta 3.11 SG2 Bursa trains can also run, even with activities built by the players.

As long as you use them under overhead wires, there is no problem.
You can place it in an activity like this;
