Yes I think so. But the current idea is to release it as a 3.14 add-on first, so you don't have to wait for 3.15.
In order to do that, I will first need to make the add signs repaintable, and make some activities so you can use it in traffic.

Yes, the pantograph is fully functional. And it 'll be most likely an add-on, so you don't have to wait for 3.15. I have considered multiple idea's to build that turning loop. Doing it in front of the station building (starting from the 'old' tram platforms) did not work out; the turns would be too tight, or I would have to remove houses/buildings to make room.
