Yes I think so. But the current idea is to release it as a 3.14 add-on first, so you don't have to wait for 3.15.
In order to do that, I will first need to make the add signs repaintable, and make some activities so you can use it in traffic.

I have considered multiple idea's to build that turning loop. Doing it in front of the station building (starting from the 'old' tram platforms) did not work out; the turns would be too tight, or I would have to remove houses/buildings to make room.
