I build this (see screenshot) based on that photo.
And this is where the project halted for now, as I went on vacation (without taking my laptop with me), and after coming back I haven't resumed the project yet (also by lack of more information).

Looks like there isn't a Sketchup model of it on 3D warehouse yet...

Oh, btw, at Hageningen Centraal upper, how do trams turn around with N? Trams terminating at Hageningen Centraal will not go to the upper level, but reverse at the tramstops outside the station. Here is a view of the layout from the CVL editor. As I see it; coming from Hageningen, all tracks can be used to reverse and go back to Hageningen.
Coming from Simvliet, only track 4 (block 728) can be used to reverse.
Coming from Zoutplas Molenpark, both tram tracks can be used to reverse.

If it could run on normal roads too, then yes. But this cannot run without the guideway(/track), doesn't run as a single car (it's a two-car unit), and it can be coupled in service with multiple other units. So I'd say that makes it a train.
