Weird, why would a city build a tunnel only to not put in any tracks and place a fence?

In the Netherlands many shops are only open between 12:00 and 18:00 on Sundays, the timetable is based around that.

Lines D and 11 also run like an hour longer on Friday and Saturday evening. Lines A, B and C only have 1 or 2 extra late night trains in each direction.
